The formation of the Courts Service was recommended in the first of a series of Reports of the Working Group on a Courts Commission. This Group was set up in 1996 to examine the existing administration structure within the courts system. It produced a number of reports and information papers over a 3 year period. These reports have provided the basis for much of the modernisation programme which is underway in the Service.
